Art as an Invitation to Thought and Discourse

In September 2000, Wolfram Tuersee, President of the Bundestag, contributed to the completion of a 21-meter-long artwork titled “Der Bevölkerung” (“The Population”) by the renowned German artist Hans Haacke by pouring several bags of soil—brought from his own electoral district—into the Reichstag building in Berlin. Other members of the German Bundestag did the same.
Shortly before this, the Bundestag had narrowly approved the execution of this artistic work by a vote of 260 to 258. The artwork was created in response to the inscription “Dem Deutschen Volke” (“To the German People”), which is located above the western entrance of the Reichstag building.
According to Haacke, the German Parliament should not belong solely to those who possess a German passport, but rather to all individuals who live within this geography.
Haacke states: “The population is everyone.”
This artwork is a clear statement against discrimination.

در سپتامبر ۲۰۰۰ ، ولفرام تیرزه، رییس بوندستاگ، با ریختن چند کیسه خاک ، که از حوزه ی انتخابه ی خود آورده بود، در ساختمان راشستاگ برلین ، به تکمیل شدن اثری ۲۱ متری با نام “جمعیت “ اثر هانس هاکه ، هنرمند بزرگ آلمانی کمک کرد . سایر اعضای بوندستاگ المان نیز همین کار را کردند. بوندستاگ المان کمی پیش از آن ، با رایی شکننده ، ۲۶۰ در برابر ۲۵۸ ، به اجرای این اثر هنری که واکنشی بود به کتیبه ی Dem Deutschen Volke، که در بالای درگاه غربی ساختمان رایشستاگ واقع است، رای داده بود .
به گفته ی هاکه پارلمان المان نه فقط بایستی به همه ی کسانی که پاسپورت آلمانی دارند متعلق باشد ، بلکه بایستی به همه ی افرادی که در این جغرافیا زندگی می‌کنند اختصاص یابد .
هاکه می‌گوید : همه این جمعیت هستند .
این اثر بیانیه ای آشکار علیه تبعیض است.
